As a national preferred provider organization (PPO), APWU Health Plan offers coverage under the Postal Service Health Benefits (PSHB) Program and Federal Employees Health Benefits (FEHB) Program. Located in Elkridge, Maryland, the Health Plan is a department of the American Postal Workers Union.

Our story

In 1960, the United Federation of Postal Clerks launched a health plan in Silver Spring, Maryland. From the beginning, we made it our mission to deliver comprehensive, affordable healthcare coverage with a personal touch.

Today, our High Option and Consumer Driven Option put members first. And we offer Medicare Advantage benefits for retirees. As a health plan that employs 200 people to cover more than 171,000 lives, we look forward to supporting the health journey of our members today, tomorrow, and for many years to come.

You don’t need to work for the U.S. Postal Service to choose APWU Health Plan. As part of enrollment, you will become an associate member of the American Postal Workers Union and be billed a $35 fee each year.

Rooted in the American Postal Workers Union

Founded through the American Postal Workers Union, APWU Health Plan is a department of the union, reflecting a long-standing commitment to supporting access to healthcare for postal workers and their families. The plan’s foundation is shaped by the union’s history of advocating for meaningful, affordable benefits for postal employees and postal support employees (PSEs).

While the Health Plan maintains a strong historical connection to the union, eligibility for coverage is not dependent on union membership. Coverage is available to a broad community of federal and postal employees and retirees through the Federal Employees Health Benefits program.

Represented by Local 2 and 32BJ unions, the APWU Health Plan customer service team participates in ongoing training to effectively communicate the benefits of our health plans and treat all members with patience and empathy.

Randy P. Griffin

CEO, APWU Health Plan

Randy Griffin is the chief executive officer of APWU Health Plan, a dominant carrier in the Federal Employees Health Benefits (FEHB) Program and Postal Service Health Benefits (PSHB) Program, offering benefits to eligible postal workers, federal employees, and annuitants. In his role, he is responsible for all operational, financial, marketing, and actuarial activities of the Health Plan in accordance with policies, goals, and objectives established by the board of directors.

Randy and his leadership team ensure that APWU Health Plan functions within the framework established by the United States Office of Personnel Management (OPM) for the FEHB Program.

A strategic, results-driven leader in the health insurance industry

Along with established relationships with OPM, Randy has more than 25 years of experience in multiple aspects of health plan business operations, vendor management, information technology, systems integration, contracting, program delivery, and project management.

A focus on enhancing the member experience

Randy has a proven record of building collaborative working relationships, leading high performing teams, and producing results. Over the course of his career, he has successfully led several key initiatives that have directly impacted operations, including the development of new member-facing products and health plans.

During his tenure with the Health Plan, Randy plays key leadership roles in multiple initiatives that:

  • Improve cycle times
  • Increase operational efficiencies
  • Launch new tools to measure and enhance the member experience

Before joining the Health Plan, Randy held senior-level positions with healthcare payers in both the federal and commercial insurance space. He enjoys traveling and spending time with his family and currently resides in the Baltimore, Maryland, metropolitan area.

Sarah Jane Rodriguez

Director, APWU Health Plan

Sarah Jane Rodriguez is currently serving her third term as director of APWU Health Plan. Since her initial election by the membership in 2019, she has leveraged more than 20 years of experience as a dedicated union leader to advocate for the health and well-being of APWU members and their families.

Her journey with the U.S. Postal Service began at age 18 as a non-career employee. Her rise through the union ranks is marked by a range of leadership roles. She served in local leadership for three terms as the secretary-treasurer of the Phoenix Metro Area Local and worked in member advocacy and representation as a steward, chief steward, step 2 designee, and editor.

Committed to member advocacy

Sarah continues her dedication to growing the APWU and championing the advancement of diverse voices in the labor movement through her active engagement with the Coalition of Labor Union Women (CLUW) and Post Office Women for Equal Rights (POWER). She continues her dedication to member advocacy through her role as Health Plan director.

Dedicated to maintaining a transparent leadership style, she works in close partnership with health plan representatives and actively encourages member feedback to help shape the future of the organization.

Sarah and her family reside in the Baltimore, Maryland, metro area. As a member of the APWU Health Plan, she remains committed to the mission of providing quality, affordable healthcare for the postal community.

Jonathan Smith

President, American Postal Workers Union

Jonathan Smith is president of the American Postal Workers Union, which represents more than 200,000 employees of the U.S. Postal Service and approximately 1,500 employees in the private-sector mailing industry. He began his three-year term in November 2025.

Smith has been a member of the APWU since 1978 and has served as an APWU representative in several roles since 1988, including president of the APWU’s largest local, the New York Metro Area Postal Union, from 2012 until he was elected national president in 2025.

CVS Pharmacy has reported an increase in scam calls from criminals pretending to be pharmacy representatives. These scammers may ask for sensitive personal information, including your driver’s license number, Social Security number, or insurance details.

How to Protect Yourself

  • Hang up immediately – If you receive an unexpected call and are unsure if it’s legitimate, do not engage. Hang up and contact CVS directly.
  • Verify with CVS – Call your local CVS pharmacy using their official number. Find a CVS near you: CVS Store Locator
  • Never share personal information – Do not provide your prescription details, insurance information, Social Security number, or financial details to unknown callers.
  • Contact your prescription drug provider – If you are unsure about a call related to your medication, reach out to your prescription provider directly:

Common Scam Tactics

Scammers may ask questions such as:

  • Do you need any medication refills?
  • What prescriptions are you taking?
  • What is your driver’s license or Social Security number?
  • Can you confirm your insurance details?

Stay alert and protect your personal information. If you suspect a scam, report it to CVS or your prescription provider immediately.
